Self-Build Home in Cheltenham Conservation Area

SF Planning are pleased to have secured planning permission for a bespoke self-build home in Cheltenham’s Central Conservation Area, on Overton Park Road. The approval marks a significant achievement for our clients, and reflects the collaborative effort to address the site’s sensitive constraints.

Self-Build Opportunity

The approved scheme offers a genuine self-build opportunity for two long-standing local residents. Designed for later living, the two-bedroom single-storey home includes flexible internal spaces and a dedicated study. As a result, it provides a comfortable and adaptable living environment tailored to modern needs.

Sensitive Location in Conservation Area

The site is located within Cheltenham’s Central Conservation Area, specifically the Bayshill Character Area, known for its Regency and Victorian architecture. The plot sits between two locally listed villas and previously formed part of a private garden with a sensitive design, preserving the visual gap between the buildings and integrates sensitively with the historic surroundings.

A Heritage Impact Assessment confirmed that the proposal would not cause harm to the conservation area or nearby heritage assets, while delivering public benefits including visual enhancement and economic contribution.

Protected Trees

With protected trees within the site, a detailed arboricultural assessment was carried out, and the proposed dwelling was carefully positioned to avoid root protection zones and includes measures for their long-term management and protection.

Design Excellence

The dwelling features a contemporary design with a non-traditional footprint that responds to the site constraints. Materials include buff multi brickwork, render panelling, and timber cladding. A flat roof with a green sedum covering adds visual interest and environmental benefits. In addition, the layout ensures privacy for both future occupants and neighbouring residents through thoughtful window placement and screening.

Sustainability Measures

Sustainability was a key consideration throughout the design process. The home will exceed current building regulations for energy efficiency and incorporate eco-friendly features. These include solar PV panels, rainwater harvesting for WC flushing and garden irrigation, and low-energy fittings. In addition, the site’s location supports sustainable travel, including cycle storage and EV charging point. The new home will also be within walking distance of Cheltenham town centre and public transport links.

Ecology

An Ecological Appraisal confirmed that the site has limited ecological value and found no protected species. Although the development is exempt from mandatory Biodiversity Net Gain due to its self-build status, the proposal still includes enhancements to support local biodiversity.

Overcoming Previous Refusals and Appeal Dismissal

Cheltenham Borough Council previously refused a planning application for the site in 2006. The planning Inspectorate dismissed a subsequent appeal in 2007. Concerns included the impact on the conservation area, protected trees, and neighbouring amenity. SF Planning worked closely with the design team to address these issues. The revised proposal reduced the scale, improved separation, and enhanced landscaping. As a result, Cheltenham Borough Council granted planning permission within nine weeks, and our clients can now begin work on site.
