SFP were appointed at an early stage to undertake a planning permission feasibility study of this site in Brighton, along with any potential planning constraints. We identified at an early-stage paragraph 119 of the NPPF is committed to promoting the effective use of land in meeting the need for homes, providing that a good living environment is maintained, and the land is not of a high environmental value. Furthermore, paragraph 120 goes on to say how policies and decisions should support opportunities to use the airspace above existing residential and commercial premises for new homes.

The site comprises of a 3-storey brick-built block of 24 exiting flats on a substantial corner plot at the junction of Nevill Road and Nevill Avenue. The building is constructed in an art deco style with a flat roof and has associated car parking and garaging to the rear of the site with access off Nevill Avenue. We analysed the building is within an area of mixed character with family sized house, modern blocks of flats as well as the greyhound stadium and therefore was suitable for a roof extension to provide additional flats.

A pre-application enquiry was submitted to the Council in February 2021 and a response was received in April 2021 confirming that the principle of development was supported and the mix of units proposed was also considered to be suitable. The design, specifically the height and mass of the proposal was also considered to be acceptable and the Council confirmed that the existing building could accommodate the proposed extension.

We then worked with PAPA Architects and the wider consultant team to provide a comprehensive planning application, which was submitted in May 2021. A resolution to grant permission was agreed in early August 2021 at Brighton and Hove’s Planning Committee. We’d like to thank the planning officer at the Council on this project who was helpful and responsive in ensuring a resolution to grant permission was received within 6 months of the original pre-application submission.
