Prinbox Works, Cheltenham: A Successful Planning Strategy
The successful planning outcome at Prinbox Works, Lypiatt Street, Cheltenham, demonstrates how a carefully structured planning strategy can secure both early certainty and full planning permission for high‑quality residential development.
By combining permitted development rights, a strong fallback position and a comprehensive full planning application, the project demonstrates how a phased planning approach can reduce risk and unlock better design outcomes.
Establishing Residential Use Through Class MA Prior Approval
Our involvement with this site began with a planning appraisal we prepared on behalf of the previous owners, in order to assist their agent in the marketing and sale of the property.
The first stage of the planning strategy focused on securing the principle of residential use.
SF Planning successfully obtained Class MA Prior Approval for the change of use from commercial (Use Class E) to residential (Use Class C3). The approval allowed the conversion of the existing building to create six new homes.
This provided a clear, realistic fallback position, demonstrating that the change of use from commercial to residential development on the site was acceptable in principle.
Developing a Full Planning Proposal
With the fallback position in place, SF Planning progressed a full planning application to deliver a significantly improved scheme.
The proposal sought planning permission for:
- The demolition of the existing buildings, identified by the Council as making a negative contribution to this part of the Cheltenham Central Conservation Area.
- The redevelopment of the site to provide six high‑quality, family‑sized homes.
- A design that enhanced character, with the Architects Panel acknowledging that the scheme is a significantly positive addition to the street scene over the existing commercial buildings.
Planning Committee Representation and Unanimous Approval
The application was referred to Cheltenham Borough Council’s Planning Committee.
SF Planning represented the applicant throughout the process, including at committee.
Following discussion, the committee resolved to grant planning permission unanimously, offering a clear endorsement of the planning strategy and the proposed design.
Addressing Environmental and Legal Requirements
As part of the planning process, SF Planning also coordinated solutions to key regulatory matters.
This included securing a Unilateral Undertaking to address contributions towards mitigation for recreational impacts on the Cotswold Beechwoods Special Area of Conservation (SAC).
A Strategic Planning Success
The Prinbox Works project is a good example of a strategic and commercially focused approach to development:
